I extend to you my dear brother and valiant leader of the 1st September Revolution of the Socialist People's Libyan Arab Jamahiriya warm fraternal and revolutionary greetings.

I have sent this letter with Cde. Nelson Louison, alternate member of the Central Committee of the New Jewel Movement and Deputy Head of the International Relations Commission of our Party. Cde. Louison leads a delegation of three members of our Party. Also accompanying him is Cde. Lyden Ramdhanny, Minister of Tourism and Civil Aviation who heads a state delegation of three persons.

Our Party delegation is very anxious to get a first hand view of the Jamahiriya particularly in the light of the present imperialist threats to your revolution. We are moving forward with the building of a people's democracy and your experiences in this area will, I know, have important lessons for us in Grenada. Cde. Louison and his delegation will therefore welcome this opportunity to examine closely your country's thrust towards the creation of a people's democracy.

Cde. Ramdhanny and his delegation are hoping to expedite matters with respect to the aid agreement. This matter, my dear Brother, is as you do appreciate, one of great importance to us. We in Grenada currently face extreme difficulty in finding finance to complete the construction of our new international airport. This project now required U.S.$5 million to ensure its completion. In an effort to find sources of external finance, we have approached international capitalist banks but without success.

The airport is of extreme importance to our revolutionary process. It's (sic) completion and official opening on March 13, 1984, the 5th Anniversary of our Revolution will be a striking victory over U.S. imperialism which has worked and continues to work relentlessly to stop the advance of the Grenadian Revolutionary process.

Our Revolution sees you, Brother Gaddafi and the Socialist People's Libyan Arab Jamahiriya as the last remaining hope for providing the necessary finance to complete the international airport. I would there fore be very grateful if Cde. Ramdhanny is able to complete negotiations with your officials on the matter of the Central Bank of Libya guaranteeing to the Government of Grenada a loan by the Arab Banking Cooperation. The original request in my telex of March 19, 1983, had indicated a figure of U.S.$4 million. The bank had agreed in principle to grant this loan on condition that the Central Bank of Libya agreed by telex to provide the guarantee.

As you are aware my Brother, U.S. imperialism is re-doubling efforts in the Caribbean and Central America to stop the just struggles of our peoples for national liberation. Nicaragua is at present encircled by the armies of imperialism. Within Nicaragua there has been a dangerous upsurge in counter-revolutionary activity. The U.S. administration is likewise increasing military aid to the brutal Junta in El Salvador. In Guatemala, another puppet, Colonel has recently been put in office to work no doubt with the U.S. imperialists to crush the liberation army in El Salvador.

The Government of the U.S. and its supporters are fighting to roll back all genuine revolutionary struggles in our region. We have information that imperialists are planning to launch a serious attack on the Grenada Revolution. It is against this ominous back-ground that we seek your country's support and hand of friendship.

Our Party and Government remain deeply appreciative of your continued active support to the world wide struggle against imperialism. You can be assured also of our unwavering support for your own struggle against the enemies of your revolutionary process.

On behalf of the New Jewel Movement and the People's Revolutionary Government of Grenada, I extend very warm wishes for your personal well-being and for the continued success of the Socialist People's Libyan Arab Jamahiriya in the struggle for peace, justice and social progress.
